Where development projects stall
The risk rarely sits in the design. It sits in execution — in schedule, cost and capacity you only partly control.
Schedules overrun
Weather-dependent sites and sequential trades make handover — and therefore sale or rental — unpredictable.
Build costs move
Material and labour prices shift mid-project; today's calculation is already outdated tomorrow.
Labour and subcontractors are uncertain
The labour shortage and fragmented subcontracting increase failure costs and on-site coordination load.
Sustainability and tender pressure is rising
Timber is shifting from option to obligation — the Dutch timber-construction pact targets one in five new homes in timber. Your tender demands hard environmental-performance (MPG) substantiation.
One chain, less handover risk
Engineering, production and assembly sit at ZTC in one integrated chain — from the first calculation to the last panel placed. No handover between separate parties means less handover risk: one contract, one schedule, one party accountable for the entire structural shell.
Shorter development cycle
The heaviest work happens in the factory, parallel to your foundation works. On site you are weathertight in days — 3–5 days per storey.
Less financing pressure
Every week weathertight sooner is a week less construction interest and a week earlier to fit-out, sale or rental. Build time is direct return.
Predictable project costs
Once the technical design is frozen, the price is fixed by contract — no escalation clauses. Your project calculation becomes more robust.
Stronger tender profile
Timber stores CO₂ and weighs less than concrete. We supply the Rc, U and airtightness values per housing type for your MPG and BENG substantiation.
Less labour-dependent
More work in the factory means less exposure to the on-site labour shortage and fewer failure costs.
Our own assembly crews
No subcontractors: ZTC's own crews assemble the structural shell — less coordination, less handover, more grip on quality.

From project review to assembly
- 01
Project review
Send your drawings or tender documents (PDF, DWG, IFC). We assess the fit and, if desired, join your design-and-build team.
- 02
Technical assessment
Feasibility, building-system choice (CLT, timber frame or hybrid) and points of attention — within 10 working days.
- 03
Budget indication
A first price indication per housing type, so you can calculate early. Without obligation.
- 04
Engineering & fixed price
Production drawings per type, BIM exchange via IFC, joint alignment. After the technical-design freeze a fixed contract price applies.
- 05
Production planning
Production in 8–14 weeks, panels loaded in assembly order; for multiple blocks phased so your construction flow continues.
- 06
Assembly
Our own crews, 3–5 days per storey, weathertight per block. Foundations and groundwork fall outside the ZTC scope.
What we build
Multi-family housing
Apartment buildings and terraced houses, 2–5 storeys. Timber frame or hybrid CLT, factory-fitted windows, 3–5 days of assembly per storey.
CLT building solutions
Structures of 3–8 storeys with CLT walls, floors and cores. Max. panel 13,800 × 3,150 × 400 mm. CE-certified (ETA-21/0014).
Infill panels & facade systems
Timber infill panels for steel or concrete frames and facade renovation. Fire resistance up to EI 120. Fast installation on existing structures.
Production capacity approx. 30,000 m² per year (around 250 home-equivalents).
What developers and contractors say
Working with ZTC transformed our development timeline. The prefabricated approach meant faster construction, less site disruption, and happier neighbors. We are planning our next project with them already.
Van Berg Developments — Netherlands
We are Premium Living AS in Norway and built two houses with this company. We were very satisfied. We sold the last project 2 years ago when I write this review, and the first house was built 4 years ago. With both houses, the production, planning and timing all went smooth and well organised.…
Premium Living AS — The owners
For the "Stationhus" project we chose ZTC as the infill panel supplier because the company has proven itself with years of experience in the international market. The ZTC team is characterised by professionalism and a responsible approach to the project. ZTC delivered the infill panels on schedule…

A controlled process, not an anonymous factory
You are not dealing with a faceless foreign supplier. ZTC produces in Latvia — which lowers cost and your dependence on the tight Dutch labour market — while you keep one fixed Dutch point of contact who steers your project from first sketch to handover.
Proven track record
400+ completed projects in 14 countries, since 1991.
Fixed price
The contract price is the final price — no escalation clauses.
In-house delivery
Engineering, production and assembly crews under one roof.
Dutch point of contact
Theo Rolvink steers your project from sketch to handover — the buffer between you and the factory.
Isn’t building with a foreign manufacturer actually riskier?
It seems logical. But clients who look closely judge a supplier on five things: experience, a fixed price, available production capacity, reference projects, and local support. ZTC delivers on each — and your risk stands or falls on exactly those points, not on the country of production.
Unsure about building with a foreign manufacturer?
Visit our factory in Latvia: talk to our engineers, walk past live production projects and see how your project is produced. That removes more doubt than any brochure.
Certification & standards — the honest status
Valid today: CE marking based on ETA-21/0014 (European Technical Assessment), engineered to the Eurocodes — valid in all EU/EEA countries, including the Netherlands. Production aligned with ISO 9001 principles on Hundegger CNC (±1 mm).
KOMO: ZTC does not currently hold a KOMO certificate. For tenders with a hard KOMO requirement we explore CE/ETA equivalence via a Dutch structural engineer; for most private and developer projects the CE/ETA route suffices. Ask about the current status for your project.
BENG / NTA 8800: our engineering provides the building-physics substantiation (Rc, U and airtightness values) your Dutch consultant uses for the BENG calculation. Best measured airtightness n50 = 0.24 (passive-house level).

Frequently asked questions
When should ZTC be involved?
The earlier the better — ideally already at preliminary or developed design. Early involvement makes detailing smoother and prevents redesign. Send a sketch or preliminary design as soon as you have one; within ten working days a first feasibility assessment with price indication follows.
Do you work with PD/DD/tender documents?
Yes. We accept sketch and preliminary design (PD), developed design (DD) and tender documents in PDF, DWG or IFC. At PD stage we give an indication, after DD a fixed-price proposal. Production starts after the technical-design (TD) freeze.
Is the price fixed?
Yes. The contract price is the final price — no standard escalation clauses. Only for extreme timber-price movements can a transparent exception clause be agreed in advance. Changes after the TD freeze run via pre-agreed variation rates.
What falls outside your scope?
Foundation, groundwork and utility connections, plus — unless taken as an option — services, interior finishing, façade and roof covering, windows, crane and scaffolding. Everything included and excluded is stated explicitly in the quotation. ZTC does not deliver turnkey itself, but turnkey is possible via a partner contractor.
How do you limit the risk of delivery from Latvia?
Through milestone payments linked to progress, an optional guarantee insurance, a contractual production and delivery deadline, and our own assembly crews (no subcontractors). For large projects additional securities such as escrow or a performance bond are negotiable. CE/ETA documentation and production photos per project on request.
Can we visit the factory?
Yes, strongly recommended — one to two days including travel. You meet owner Māris Avotiņš and the engineering team and walk past live production. That removes more doubt than any brochure.
